Massachusetts regulator levies fines on five sportsbooks for compliance slip‑ups

Operators Self-Reported Their Failings

The list of companies penalized includes prominent names in the gambling industry: BetMGM, DraftKings, Fanatics, Caesars, and FanDuel. Several of these operators received multiple citations, with repeated errors significantly increasing their fines. A substantial portion of the violations involved wagers explicitly forbidden in Massachusetts, particularly those related to individual college athletes.

Despite the consistent imposition of fines, the MGC was not excessively severe. Commissioners acknowledged that all violations were self-reported, and some dated back to the initial period of sports betting in the state. Operators have since enhanced their internal controls, which is expected to prevent similar compliance issues.

Commissioner Nakisha Skinner observed that most incidents stemmed from human error, which is often unavoidable. However, she stressed that enforcement remains crucial for maintaining market integrity. Operators promptly voided the problematic bets or reimbursed customers, satisfying the regulators. Nevertheless, the fines demonstrate that even minor errors will lead to disciplinary action.

Most Violations Centered on Prohibited Wager Types

Regarding specific violations, BetMGM incurred penalties for a single college prop bet that drew regulatory attention. FanDuel also faced scrutiny for wagers placed on a college quarterback’s performance. Meanwhile, DraftKings encountered issues after accepting multiple wagers on player props during a college basketball game.

Many of the fines also pertained to bets involving Russian athletes, which are banned in Massachusetts. UFC fighter Petr Yan was the subject of wagers from both Fanatics and BetMGM, leading to enforcement. Caesars, in turn, was fined for offering bets tied to officiating decisions during an international soccer tournament, another category expressly prohibited by the MGC.

Fanatics received some of the most substantial penalties due to several serious reported violations. According to the MGC, the company also permitted bettors to wager on the Heisman Trophy, a market that remains prohibited in Massachusetts. Regulators were particularly critical of the high volume of wagers that went undetected before Fanatics identified the problem.
